He is the President of iSolon.org, a non-profit public policy institute committed to addressing the most difficult issues of democratic reform. From 2011-2013, he was a fellow at Harvard University’s Edmond J. Safra Center for Ethics.  During Spring Semester 2008, he was a fellow at the Harvard Kennedy School of Government’s Shorenstein Center on the Press, Politics and Public Policy. From 2001-2007, he was a Markle Technology Policy Fellow, Senior Research Fellow, and Research Director at the New America Foundation. From 1999-2000, he was an American Political Science Association Congressional Fellow in Communications and Public Policy.

His primary research interest involves issues of democratic reform, especially those involving using new information technologies to enhance democratic accountability, where elected officials have a conflict of interest with their constituents. A secondary interest is national and state education policy, where his work has been widely published.  His work has appeared in newspapers (Washington Post, USA Today, and Chicago Tribune), magazines (Atlantic Monthly, National Civic Review, and Education Week), and academic journals (Harvard International Journal of Press/Politics, Journal of Public Deliberation, and Journal of Information Technology & Politics).  During 2011, he wrote a series of articles on government transparency for the Center for Technology Innovation at the Brookings Institution.

He holds a PhD in American Government from Northwestern University, an MBA from the Harvard Business School, and an AB in Social Studies from Harvard College.

During 2010-2011, he served as Vice Chair and then Chair of Anne Arundel County’s Countywide Citizen Advisory Committee (CAC).   For an archive of his local blog on the Anne Arundel School Board Nominating Commission, see www.myaacps.net.

All three of his children have attended the Anne Arundel County public school system, and his two oldest have served as the student member of the School Board.  His wife, Terra Snider, was the long-time Countywide CAC representative from Severna Park High School.

His favorite quote concerning democracy is Winston Churchill’s “democracy is the worst form of government, except all the others that have been tried.”
